‘세계 최고’를 꿈꾸는 에든버러(2) [아트뷰, 2008/05]

‘세계 최고’를 꿈꾸는 에든버러(2): 다채로운 페스티벌들의 ‘시간적’ 집중 

지난 글에서 다루었던 다양한 역사적 ․ 문화적 자산들의 공간적 집중이 ‘세계 최고’를 꿈꾸는 에든버러의 ‘하드웨어’라고 한다면, 8월 한 달 내내 위의 공간들 전역에서 쉴 새 없이 펼쳐지는 다채로운 페스티벌들은 에든버러를 특징짓는 가장 강력한 ‘소프트웨어’라고 할 수 있다. ‘에든버러 페스티벌’이란, 짧은 기간 동안 하나의 장르에 국한되는 보통의 페스티벌과는 달리, 7월말부터 9월초까지 에든버러의 심장부에서 펼쳐지는 일련의 환상적인 축제들과 향연들의 ‘패키지’를 일컫는 말이다. 주지하듯이, 그것은 세계에서 가장 유명할 뿐만 아니라 가장 길고, 가장 역동적이고, 가장 큰 규모의 페스티벌들로 구성되어 있다. 그렇다고 한다면, 에든버러의 문화 전략은 다시금 ‘집중’이라고 할 수 있을 것이다. 그러나 이번에는 가치 있는 소프트웨어들을 전 세계의 공통적인 휴가철이라 할 수 있는 8월에 ‘시간적’으로 집중시켜 놓았다는 점에 주목할 필요가 있다.

세상의 모든 취향, 세상의 모든 페스티벌?

<만일 당신이> 공연예술에 관심이 있다고 한다면, 아마도 당신은 다음의 세 가지 선택지 중 한 둘을 택해왔을 것이다: ‘품격과 전통’으로 가득 차 있는 고급예술을 주로 감상하든지, 우리들의 ‘일상적인 취향’을 겨냥한 코미디, 멜로 혹은 블록버스터 형식의 대중예술에 주로 마음이 끌리든지, 그것도 아니라면 기발한 아이디어나 집요한 ‘아방가르드적 실험’으로 점철된 소규모 언더그라운드 예술을 찾아서 보든지. 그러나 어떤 선택을 해왔든 해답은 매 한가지다. 각각의 장르에서 수준(최고), 규모(최대), 종류(최다), 일시(최장) 등에 있어 세계 제일의 페스티벌에 참가하고 싶다면, ‘8월의 에든버러’를 방문하기만 하면 된다. 1947년 양차대전의 상흔을 문화로 극복하고자 처음 시작된 ‘에든버러 인터내셔널 페스티벌(에든버러 페스티벌의 맏형이라고 할 수 있다)’과 ‘에든버러 프린지 페스티벌(이제는 거의 모든 국가에 하나씩은 존재하는 프린지 페스티벌의 원조이다)’이 당신을 기다리고 있기 때문이다.

   애석하게도, 당신이 공연예술에는 그다지 관심이 없다고 가정하자. 그러나 실망하기에는 아직 이르다. <만일 당신이> 지독한 영화광이라고 한다면, 에든버러의 8월은 마찬가지로 당신에게 가슴 뛰는 불면의 밤들을 보장한다. 세계에서 가장 긴 영화제인 ‘에든버러 인터내셔널 필름 페스티벌’이 당신을 기다리고 있기 때문이다. <만일 당신이> 책 냄새 풀풀 나는 도서관이나 고서점을 그냥 지나치지 못하는 버릇을 가지고 있다면, 세계 최대 규모의 도서 축제인 ‘에든버러 도서 페스티벌’은 당신에게 그야말로 보물섬이 되기에 충분하다. <만일 당신이> 흑인음악의 독특한 싱코페이션과 즉흥연주의 매력을 즐길 줄 안다면, ‘에든버러 재즈 & 블루스 페스티벌’ 역시 놓쳐서는 안 될 축제라고 할 수 있다.

   매년 직접 20만 이상, TV를 통해 1억 명 이상이 관람하

는 ‘에든버러 밀리터리 타투’는 유럽, 아시아, 아프리카, 미주 대륙 등 전 세계에서 온 군악대들이, 에든버러 캐슬의 광장을 비추는 환상적인 조명 아래, 자신들의 고유한 의상과 연주를 한껏 뽐내는 세계 최대의 군악대 축제이다. <만일 당신이> 킬트를 입고 백파이프를 연주하며 행진하는 스코틀랜드 군악대의 독특하고도 스펙터클한 퍼레이드를 보고 싶다면 ‘밀리터리 타투’는 그야말로 최적의 기회임에 틀림없다. 이 외에도, 에든버러는 <만일 당신이> 미술에 관심이 있다면 ‘에든버러 아트 페스티벌’을, 종교 및 평화운동에 관심이 있다면 ‘에든버러 영성 & 평화 페스티벌’을 자신 있게 추천할 것이다. 마지막으로 에든버러 페스티벌의 폐막식격이라고 할 수 있는 ‘에든버러 멜라’ 역시 많은 관심을 받는 이벤트로 성장해 나아가고 있다.

 

집중적인 페스티벌이 보증하는 혜택들!

이상과 같이 다채로운 페스티벌들을 시간적으로 집중시킴으로써 에든버러가 얻게 되는 혜택은 무엇일까? 무엇보다도, 지난 60여년에 걸쳐 배우, 연주자, 스텝, 감독, 마케터 등 소위 ‘예술계’에 종사하는 다양한 전문가들 수만 명을 매년 한 자리에 모아옴으로써, 에든버러는 일종의 ‘공연예술 및 페스티벌의 성지’가 될 수 있었다. 예컨대, 프린지 페스티벌만 해도, 매년 약 2000편의 공연이 250여 개의 공연장에서 동시다발적으로 벌어지는바, 에든버러 페스티벌 전체를 놓고 본다면 얼마나 많은 예술가들이 참여하고 있는지를 상상할 수 있을 것이다.

   리처드 플로리다가 <창조계급의 부상>이라는 저서에서 설득력 있게 제시하였듯이, 소위 문화의 시대로 일컬어지는 21세기에는 이러한 창조계급의 유인 여부가 도시의 발전을 좌우하는 핵심동력이라고 할 수 있다. 이러한 맥락에서, 에든버러는 8월의 다양한 축제들로 인해서 창조계급들의 ‘집객’을 유도하고 있으며, 자연스럽게 창조계급들 사이에서 예루살렘이나 메카와 같은 지위를 인정받음으로써 새 시대를 위한 성장 자본을 구축해나가고 있는 것이다. 

   이처럼 끼 있는 전문가들 수만 명이 모여서 신나게 판을 벌일라 치면, 당연히 구경꾼들은 모이게 마련이다. 에든버러가 다채로운 페스티벌들을 8월에 집중시킨 것에는 휴가철을 맞게 되는 학생 및 직장인들의 다양한 욕구를 마케팅적 차원에서 철저하게 고려한 결과라고 할 수 있다. 게다가 이러한 축제 패키지가 이미 매년 세계인의 이목을 집중시키는 행사로 굳어진 이상, ‘범위의 경제(economy of scope)’라는 차원에서 적은 홍보비로 최대의 효과를 거두는 것은 물론이고 새로운 축제를 상대적으로 수월하게 출범시킬 수 있다는 사실 역시 분명한 혜택들 중 하나이다. 

   어찌되었든, 8월 한 달 동안에는 에든버러에서 에든버러 시민들을 만나는 것보다 세계 각지에서 온 여행객들을 만나기가 훨씬 쉽다는 것이 공공연한 비밀로 되어버렸다. 각종 통계에 의하면, 페스티벌 시즌 동안

에든버러의 거주자수는 평소 거주자수의 두 배를 훌쩍 넘는다고 한다. 이들이 같은 기간 동안 먹고, 마시고, 자고, 놀고, 쇼핑하면서 에든버러에 끼치는 직접적인 경제적 이익만도 대략 3,000억 원에 달하는 것으로 추정된다. 그러나 수백만의 관광객들이 휴가철 동안 다양한 페스티벌들을 통해서 얻게 된 에든버러에 대한 긍정적인 인상은 브랜드 자산의 확장 및 포괄적이고 지속가능한 발전이라는 차원에서 가시적인 경제적 효과보다 훨씬 중요한 것으로 평가받고 있다.

The 'concentration' of various festivals in August

While the spatial 'concentration' of history and culture in the heart of the city is the representative hardware of Edinburgh, the concentration of various festivals in August is its representative software. The 'Edinburgh Festival' is the generic term used to denote a series of festivals and events held from the late July to the early September every year. As is accepted widely, it is the most famous festival in the world featured by the longest, most dynamic or biggest sub-festivals. Accordingly, we can say that the cultural strategy of Edinburgh is, again, the strategy of 'concentration'. However, at this time, the concentration is as to time rather than space (i.e. every August when the summer holiday season reaches the peak all over the world).

<What if> you are interested in performing arts, no matter which choices you have made to pursue the interest among high arts, popular arts and underground arts, you will be fully satisfied with visit to Edinburgh in August. It is because the 'Edinburgh International Festival' (It is kind of the 'eldest' brother of the festival family) and the 'Edinburgh Festival Fringe' (It is the 'root' of the trendy fringe festivals we can meet nowadays in almost every country) have been waiting for you since 1947. <What if> you are a cinephile, Edinburgh's August is still very attractive in that it has the longest film festival in the world, the 'Edinburgh International Film Festival.' <What if> you are the sort of person who cannot just pass by libraries and old bookstores, the biggest book festival in the world, the 'Edinburgh International Book Festival' is enough to be your treasure island.

   There are some more <What if>s. <What if> you love the syncopation or improvisation of black music, the 'Edinburgh Jazz and Blues Festival' is the opportunity you shouldn't miss. <What if> you want to see the Scottish marching band in the famous traditional garment (Kilt), playing the famous traditional instruments (the combination of bagpipes and drums), the best chance must be the 'Edinburgh Military Tattoo' which takes place on the dramatic setting of the castle esplanade. In addition, Edinburgh is preparing more festivals to satisfy your other needs and desires: the 'Edinburgh Art Festival', the 'Festival of Spirituality and Peace' and the 'Edinburgh are held in the month of August as well.

The most important benefit that the concentration of festivals in August brings about is the fact that Edinburgh has become a sort of 'the Holy Land of performing arts and festivals', in that tens of thousands artists ought to and want to have gathered together every year in and around the city, over 60 years. As Richard Florida persuasively put it, the cities in the 21st century cannot develop without the energy from the so-called 'creative class.' The concentration of the creative festivals in Edinburgh in August provides the city with the title of cultural Jerusalem or Mecca and thereby the critical opportunity to develop with ceaseless energies in the right direction in this competitive era.

   Besides, the concentration is highly effective in terms of marketing both the festivals and the city, because 'Edinburgh which is full of attractive spaces as well as creative festivals in August' must be inevitable temptation for students and salary workers in planning their summer holiday season. It is estimated that the population of the city doubles to around a million people in August. In the same period, the direct profit which Edinburgh city can get from the travelers' expenditure in eating, drinking, sleeping, playing and shopping within the city is estimated over 300 billion won. However, the more important benefit than the visible economic profits is that the millions of travelers in August must have positive impressions on the city through the various and creative festivals and, in turn, Edinburgh is and will be enjoying the easy and natural penetration of its brand, ensuring comprehensive and sustainable development.
